Be Prepared! Washington's New Landfill Emissions Rules are Coming Soon!

On May 13th, the State of Washington's Department of Ecology announced a new methane emission rule for active and closed solid waste (MSW) landfills in their state. All affected landfills must meet the requirements by January 1st, 2025, which will impact many aspects of landfill operations, including methane emissions monitoring.


The state legislature has appropriated $9.6M from Washington's Climate Commitment Act to help municipal solid waste landfill owners comply with the new landfill methane emissions rules (Chapter 70A.540 RCW). Grant applications are now being accepted by Washington's Department of Ecology until October 1, 2024. Funds are expected to be awarded November 2024.



Did you know this about the new rules?

The new landfill methane emissions rules require quarterly surface emissions monitoring (SEM) performed by a technician walking switchbacks no wider than 7.5 meters (24.6') during their inspection for methane emission leaks. On a 100-acre site, this equates to a technician walking 35 miles or more! This is an inefficient and ineffective method of inspection. Additional requirements include new emissions data reporting requirements (instantaneous or integrated reporting) and environmental conditions (wind speed and precipitation) limitations making the requirements even more cumbersome.


But here's the good news...

The Department of Ecology is allowing the use of our patented drone system (referred to as the SnifferDRONE) for compliance as an alternative to manual surface emissions monitoring of a landfill. Step 1: Contact Sniffer for a quote for a methane emissions study. Please send the following items to help us prepare your quotation:

  • Engineering drawing (also referred to as an "as-built") of the site provided as a 2D PDF. At minimum, the following details must be provided:

    • Waste boundary

    • NSPS area to be inspected (if different than the waste boundary)

    • Area to be scanned (if different than the waste boundary)

    • Gas collection system

    • Any other pertinent details

  • Copy of most recent quarterly surface emissions monitoring (SEM) report.


Step 2: Apply for a grant as soon as possible.
